2021 The 9th Beijing International Kite On-line Invitational Tournament Rules

　　风筝作为优秀的非物质文化遗产，也是优秀的民间传统体育健身项目，近年来风筝作为“使者”承载着中华民族的优秀文化在世界各地的天空中翱翔，向各国人民展现中国体育的特色文化。风筝运动在推进北京和国际民间友好交往的过程中发挥了载体作用。

　　As an intangible cultural heritage, flying kite is not only an excellent traditional folk sports popular among Chinese people, but also like a messenger who is carrying the Chinese culture flying over the world. The kite sport plays carrier role as advancing exchanges of sports and friendship between Beijing and international community.

　　为弘扬优秀传统文化，积极响应国家“一带一路”倡议，进一步展示传统体育文化魅力，促进北京和国际民间的文化体育交流，加强北京风筝爱好者和国内外风筝爱好者的交往学习， 2021年第九届北京国际风筝节国际风筝线上邀请赛即将举办，报名工作将在9月28日开启，同时可通过线上观看直播的形式参与现场活动。

　　For developing excellent traditional culture, positively coordinating to the national "One Belt And One Road" initiative, demonstrating traditional sports culture and promoting exchanges of sports and friendship between Beijing and international community, Beijing International Kite Festival committee decides to hold the 2021 the 9th Beijing International Kite On-line Invitational Tournament which will provide a platform to all kite amateurs at home and abroad. The registration work will begin at September 28th, at the same time，all amateurs can watch the game through live broadcast on internet.All participants should follow below rules:

　　1.风筝视频拍摄时长：运动风筝类3分钟内，单线风筝（含传统风筝/夜光风筝等单线放飞的风筝）以及大型软体风筝类2分钟内（拍摄视角，拍摄设备没有规定，别小于1080P ）

　　1. Flying-kite video requirement:

　　For the sport kite, the time length should not longer than 3 minutes; for the single-string kite,including traditional kite, luminous kite etc. and huge type soft kite, the time length should not longer than 2 minutes. It is required the graphics quality higher than 1080P. And there are no limitations on shooting angle and equipment.

　　2.视频开头5-10秒，展示内容，包括放飞者姓名、地区、以及放飞日期，可打印后用马克笔写好在视频开头展现。

　　2.Flyer’s information: At the beginning of the video, the participant should show the flyer’s name,flying location and flying date written on a board or a banner.

　　3.活动时间：

　　9月28-29日。

　　3.Activity Duration

　　From September 28th to 29th ,2021.

　　4.活动奖励:

　　组委会将邀请专业老师进行评定，从色彩、创意等角度，评选出优秀作品，给予一、二、三等奖荣誉，分别颁发证书和奖牌，所有参与者在活动结束后，可在参与平台上下载电子证书，国内参与者奖牌采用邮寄方式，国际参与者来年可凭电子证书兑换风筝节纪念奖牌一枚。

　　4.Activity bonus

　　The committee will organize professional referees to give scores to all participating works, and select excellent works in 3 degree prize, including corresponding certificate and medal. All participants can download e-certificate on ‘北京市体育总会’APP. All domestic participants can get a medal by express delivery, and all oversea participants can get a medal by show e-certificate when they participate the field activity in Beijing next year.

　　国内外各类风筝组织及个人风筝爱好者均可通过下载北京市体育总会移动客户端进行报名参赛，参赛者将参赛视频上传即可。（如国外无法下载APP,可联系北京市风筝协会邮箱：bjfzxh@126.com；参赛视频文件容量小于100M，视频名称须按照“作品名称+作者”形式保存发送。）

　　All kinds of kite organization or individual can download ‘北京市体育总会’APP which will get the register number to join in this on-line tournament; all kinds of kite organization or individual at abroad that cannot download the APP should contact with Beijing Kite Association(email address:bjfzxh@126.com) （The participating work video file should larger than 100M, and the form of file name should be save as work name + participant’s name ）
